We would like to distribute the after-school care contracts for your children at the introductory parents‘ evening. To receive these contracts, please register your children for the after-school care program at the 117th Primary School via the City of Dresden’s Kita Portal.

From the mission statement of the Municipal Childcare Facilities Dresden: “Our facilities are places of security, where we welcome all children and parents.”
Municipal afterschool care centers are ideologically neutral and open to children and their legal guardians regardless of nationality, religion, disability, gender, or sexual orientation.
To ensure the best possible care for the children, this After-School Care Center ABC summarizes regulations that concern the cooperation between legal guardians and the after-school care center.
Registration and Deregistration, Pick-Up Authorizations
From the opening of the early care or after the end of lessons (according to the current timetable), children can attend the after-school care center. With registration or personal handover to the educational staff, supervision begins. Supervision ends with the personal deregistration by the legal guardians or an authorized person with an educational staff member.
What rules apply when children arrive at or leave the facility without being accompanied by their legal guardians?
In after-school care, it is common for children to arrive and leave without being accompanied by their legal guardians. Written consent from the legal guardians is required for independent departure. The child leaving alone must sign out with the educational staff at the time specified in writing by the legal guardians.
If the legal guardians have given their consent for the child to go to early care or home alone, the legal guardians are responsible for the child on the way. However, educational staff may decide that special circumstances (e.g., severe weather) do not permit this.
Who, besides the legal guardians, is authorized to pick up children?
All authorized persons must have a written authorization from the legal guardians and be able to identify themselves on site. This also applies to taxi companies (company ID and driving order must be presented).
Authorizations for pickup persons/children must be recorded on the form „Pickup Authorizations and Emergency Contacts.“ Additionally, the children’s departure times must be specified in writing with the legal guardians‘ signature, and all changes must be documented in writing. The assessment of whether the pickup can be delegated to minors is the responsibility of the legal guardians.
Is the signature of one legal guardian sufficient to grant pick-up authorization in the case of joint custody?
With joint custody, both custodians are generally entitled to pick up the child or authorize someone to do so. Therefore, the signature of one custodian is usually sufficient on the „Pick-Up Authorizations and Emergency Contacts“ form.
What rules apply to separated legal guardians regarding pick-up authorization?
For separated legal guardians, the guardian with whom the child primarily resides can decide on the authorization. To avoid conflicts, it is recommended that separated custodians have clear written regulations on two separate forms.
Under what conditions can the handover of the child to the authorized person be refused?
For the child’s welfare, educational staff must ensure that the authorized person is suitable to assume supervision (e.g., in the case of minors or persons under the influence of substances). In such cases, the handover can be refused.
If the educational staff determines that the child should not be handed over, further steps must be taken. First, it is checked whether another authorized person can be informed. If this is not possible by the end of the facility’s opening hours, the child will be handed over to the Child and Youth Emergency Service of the Youth Welfare Office (Rudolf-Bergander-Ring 43, 01219 Dresden, Tel. (03 51) 2 75 40 04).
Child Illnesses
Children with contagious illnesses or significant impairment of well-being will not be cared for in the after-school care center. In case of illness, the child must be excused.
Care can be refused by educational staff if, in their opinion, the child is visibly unfit to participate in daily activities for health reasons.
If a child becomes ill or is suspected of being ill while at the facility, the legal guardians will be informed so they can pick up their child immediately and, if necessary, consult a doctor.
Attendance at the after-school care center can resume only after 48 hours without symptoms.
Holiday Care
For after-school care during holidays, binding registration (including days and times of care) is required at least 5 weeks before the holidays begin to ensure sufficient staff for the needs-based care of the child. If the child cannot attend due to illness, vacation, or other reasons, the guardians must inform the after-school care center.
Filming and Photography
Filming and photography in the facility are prohibited for legal guardians and authorized persons.
To document daily educational activities and children’s development, photography and film are used in after-school care centers. Educational staff are aware of the sensitivity of this issue. Details are regulated by the „Photo and Film Permission.“
Homework Supervision
Homework is the responsibility of the school (§ 20 School Regulations for Primary Schools of 03.08.2004). The correctness and completeness of the content are checked in class.
Children have the opportunity to do their homework in the after-school care center or during all-day care. According to the Saxon Education Plan, the goal is for students to complete homework independently or in study groups.
House Rules
For municipal after-school care centers, the house rules agreed upon with the primary school apply. These are part of the care contract and apply to all persons entering the premises and the school or after-school care center. The current version is available on the facility’s page in the Kita portal and is also posted in the facility.
Skin and Sun Protection
Since skin protection for children is very important, legal guardians must ensure adequate sun protection before attending the after-school care center.
The after-school care center also provides sunscreen. If legal guardians do not want their child to use this, they must inform the educational staff. The use of personal sunscreen is possible.
A general refusal of these measures may result in the child only being able to participate in activities to a limited extent and may lead to refusal of care.
Early Dismissal Due to Heat
In case of early dismissal due to heat, the school is responsible for supervising the children according to the regular timetable. Afterward, the after-school care center takes over as usual. The regulation for after-school care in the event of unforeseen class cancellations does not apply in this case; see also the information under „Class Cancellation.“
Health Protection Information
Notifiable Diseases According to § 34 Para. 5 Sentence 2 IfSG
If communicable diseases/infections occur in the environment of an after-school care center, the regulations of § 34 Infection Protection Act must be observed. This paragraph obliges both after-school care staff and legal guardians, in cooperation with the health department, to take all measures to protect healthy children and staff.
To ensure this, the following outlines the rights and obligations, procedures, and usual practices provided by the Infection Protection Act. Reporting infectious diseases is intended to prevent their spread. Infections can be transmitted in various ways.
The Infection Protection Act stipulates that a child may not attend the after-school care center if:
- They have a serious infection caused by small amounts of pathogens (e.g., diphtheria, cholera, typhoid, tuberculosis, diarrhea caused by EHEC bacteria). These diseases usually occur only as isolated cases in our area (the law also mentions viral hemorrhagic fevers, plague, and polio, but it is highly unlikely that these pathogens will be transmitted in Germany).
- They have one of the following infectious diseases, which can sometimes be severe and complicated: whooping cough, measles, mumps, scarlet fever, chickenpox, rubella, meningitis caused by Hlb bacteria, meningococcal infections, scabies, contagious impetigo, hepatitis A, and bacterial dysentery.
- They have a head lice infestation and treatment is not yet complete.
The transmission routes of these diseases vary. Many diarrheal diseases and hepatitis A are so-called smear infections, transmitted by poor hand hygiene and contaminated food, rarely by objects (towels, furniture, toys, etc.). Droplet or „airborne“ infections include measles, mumps, chickenpox, rubella, and whooping cough. Scabies, lice, and contagious impetigo are transmitted through hair, skin, and mucous membrane contact.
Any communicable disease of the child or household members covered by § 34 Para. 1 and 3 of the Infection Protection Act must be reported immediately to the after-school care center management, as the center is legally required to report such diseases to the health department. Attendance at the after-school care center is excluded in all these cases.
After recovering from a contagious disease, the child may only return to the facility when a doctor has declared them non-infectious, according to § 34 Para. 1 of the Infection Protection Act.
Measles Protection According to § 20 IfSG
In after-school care centers, there is a risk that communicable diseases can spread quickly due to close contact among children.
Since the Measles Protection Act came into force on March 1, 2020, measles vaccination is mandatory for children entering after-school care centers, according to § 20 Infection Protection Act.
Vaccination status and thus measles protection are checked during the school entry examination. This information is usually passed on to the after-school care centers. If not, the after-school care center management will check measles protection.
If there is insufficient measles protection, no care contract will be concluded.
Child Protection
Educational staff are obliged under § 8a SGB VIII to discuss with legal guardians and jointly determine action steps if there are significant indications of a risk to the child’s welfare. If the support measures offered and agreed upon with the legal guardians are exhausted and the child’s welfare remains at risk, the after-school care center must report this to the responsible youth welfare office. In acute cases, the after-school care center reserves the right to inform the youth welfare office immediately.
Administration of Medication/Medical Support Services
Educational staff may administer medication to children if:
- It is medically unavoidable,
- It cannot be administered by legal guardians or third parties for organizational reasons.
The administration of medication and medical support services must be agreed upon in special exceptional cases (e.g., tube feeding, handling of hearing aids, etc.).
According to the internal guidelines of the Municipal Childcare Facilities Dresden, medication is only administered with the appropriate form completed by a doctor. For long-term and emergency medication, the form must be renewed every six months and submitted to the after-school care center on time.
The medication must be handed in in its original packaging with:
- Name label,
- Package insert, and
- Appropriate instructions for use and dosage.
The legal guardians are responsible for ensuring the necessary medication is always available and within its expiration date.
Wearing Accessories by Children
Jewelry, cords, slippers, suspenders, or similar items pose an accident risk. Legal guardians should ensure that these items are not worn during after-school care. They are generally not permitted during sports activities.
We also recommend wearing closed slippers. Further details may be regulated by the facility’s house rules.
Unexcused Absence
If a child does not appear at the after-school care center despite being registered, educational staff must immediately inform the legal guardians.
If the legal guardians cannot be reached, the after-school care center will inform the police after 1.5 hours, as it must be assumed (unless it can be ruled out) that something may have happened to the child on the way.
This applies in the following situations:
- During holiday care
- If the child was at school in the morning but does not arrive at the after-school care center afterward.
Class Cancellation
If classes are canceled, the school checks what measures can be taken to ensure supervision by teachers. As part of the so-called „reliable primary school,“ at least four lessons per day must be provided, even in the event of unforeseen teacher absences. Supervision is the responsibility of the school according to § 12 Para. 1 SOGS.
Afterward, the after-school care center can supervise the children, provided there is sufficient staff.
Do legal guardians have to pay for additional care by the after-school care center in case of class cancellation?
If the contractually agreed care time is insufficient in individual cases, the child will be cared for free of charge by the after-school care center on the day of unforeseen class cancellation, even beyond the agreed care time.
If classes continue to be canceled on subsequent days, the child will only be cared for within the agreed care time. The child may need to be picked up earlier or have permission to go home alone. If legal guardians require additional care, they can use extended care time. In this case, the Office for Child Day Care of the City of Dresden will retroactively charge the monthly parental contribution for the higher care time. From the following month, legal guardians can also generally increase the care time.
Meals
Lunch is provided exclusively by the caterer contracted by the City of Dresden through the Office for Schools. There is a separate private contract between the legal guardians and the caterer.
In case of illness, closure days, or excursions, legal guardians must cancel meals directly with the caterer in good time.
Can children bring their own food?
Children can generally bring their own food. For hygienic and educational reasons, we expressly recommend participating in the caterer’s hot lunch.
How is afternoon snack provided?
Afternoon snacks are usually covered by food brought by the children. The „Information Sheet on the Requirements for Brought Food“ applies.
Who supervises lunch—school or after-school care center?
Responsibility is shared between the school and the after-school care center.
What should be considered if the child needs a special diet due to allergies or intolerances?
Special dietary requirements, such as allergies or intolerances, must be coordinated with the caterer.
Contractual Changes
For contractual matters (e.g., address changes, changes in care times, or termination), the management of the after-school care center and the contributions office of the Office for Child Day Care are responsible.

The entire after-school care staff would like to thank you for your interest in our facility. The after-school care center of the 117th Primary School holds a special position in Dresden, along with a few others. This is due to the diverse cultures of our children, parents, and colleagues. We are committed to bringing different cultures together and imparting shared norms and values. We lay the foundation for successful educational paths and promote children’s understanding of democracy and values, which benefits them throughout their lives.
About 40 educational staff from the after-school care center and school work together daily in our facility. We are an integration facility, supporting children from the „German as a Second Language“ classes of the 117th Primary School and preschoolers from various childcare centers in our school district throughout the preschool year. We maintain a respectful atmosphere among staff, children, parents, and visitors.
